FUNDING STRATEGY
A portion of the space needs is eligible for funding through the Road and
Sewer Funds. This would include 4,000 s.f. of the parking bay need, the
parking lot enhancements, and the remodel needed in Building 2. This totals
approximately $ 125,000. Funds are currently in place which could be diverted
for these projects, however, carrying forward part of these funds into FY -93
may be required to allow time for construction. The flammable storage
building would be funded with Road Fund monies from the FY -93 CIP.
To fund the General Fund needs, it is proposed we use the FY -93 General Fund
savings shown herein of $ 145,000, the FY -92 CIP General Building Rehabil-
itation and HVAC balance of $ 65,500, and $ 129,500 from the General Fund
contingency. The funds from the contingency could then be replaced at the
sale of the Lincoln Street facility.
TIMING OF PERSONNEL MOVES
Assuming the space needs listed above are addressed, the implementation of
some of these moves can begin immediately. For instance, the Landscape and
Aboriculture crews are being merged at Roosevelt and will be housed in the
crew areas previously designated for the arboriculture crew. Housing of
equipment in the open is acceptable through the summer but other measures need
to be in place prior to the winter season.
The Parks Planning unit can be moved to Roosevelt in 30 - 60 days depending on
completion of the remodel for the designated area within Building 2.
Moving the Facilities Engineering personnel out of City Hall 2 will likely
occur within 30 - 60 days. Moving the wood working shop from Roosevelt to
Cheshire will likely not occur for 90 - 180 days or until the code problems
are resolved.
Moving the Turf and Grounds Crew would be easier after a crew facility was
constructed for them. Temporary measures could be put in place but would be
disruptive to their service delivery to move either crew until after their
summer season was completed.
Both Wistec and Public Safety have been warehousing items at the Lincoln
street Facility. Coordination with these agencies has not yet begun and will
take some preparation. It is estimated that we would not be totally moved out
of the Lincoln Street facility for approximately 12 months.
6
