FACILITIES MANAGEMENT <br /> INITIAL PROGRAM PROPOSAL <br /> INTRODUCTION <br /> The further development of the Facilities Management program proposal for the <br /> City of Eugene requires an understanding of the tasks involved and the accom- <br /> panying staffing proposed to accomplish these tasks. As detailed in previous <br /> papers these tasks have been categorized into four (4) major groups. <br /> Capital Projects <br /> Facilities Planning <br /> Facilities Maintenance <br /> Real Property Management <br /> The following shows how responsibility for each of these categories and the <br /> tasks within them are to be distributed within the organization. Further, <br /> individual descriptions of the proposed positions, their duties, and their <br /> inter - workings with each other will be explored. <br /> GENERAL <br /> Similar to the management of most public assets a great deal of coordination <br /> between the design /development phase and the ongoing maintenance of a facility <br /> is critical to securing the utmost in facility life and performance. A second <br /> critical need is the balance in priorities between proposed development and <br /> maintenance projects and even a further prioritization internally within each <br /> of these two categories. The Facilities Management proposal contains several <br /> proven methods to assure this prioritization, coordination and information <br /> sharing takes place in a reasonable manner. <br /> 1. Establishment of the Facilities Board. <br /> An advisory /steering board has been established consisting of nine voting <br /> members. Initial membership of this board will be the Assistant City Man- <br /> ager, Executive Directors of PARCS, Public Safety, Planning Development and <br /> Building, Public Works, the Finance Officer, the City Engineer, and an ap- <br /> pointed member each from PARCS and Public Safety. <br /> Initially, this board will be instrumental in the review, modification, and <br /> endorsement of the staff developed policies and procedures as well as giving <br /> general direction to the facilities program. Later, this board is also ex- <br /> pected to provide a necessary forum for the airing of user concerns.
