Division Manager Strategic Planning Notes
November 05, 2002
Ideal state Small group exercise:
Hand out
1. The participants worked individually and in small groups to describe the ideal
state for the PW Department using the following questions as a guide.
Imagine the ideal, vision is a term that most prefer because it's the most
descriptive for leaders' foresightedness.
• Vision derives from a word literally meaning, "see." What better word than
vision to describe the capacity to be forward — looking and foresighted?
• Vision suggests a future orientation.
• A vision is an image, a picture of what could be. Visual metaphors are
common when we are talking about the strategic intent of an organization.
• Vision comes from a standard of excellence, an ideal. It implies a choice of
values.
• Vision also has the quality of uniqueness. It hints at what makes something
special.
Think about the above statements and create your ideal vision of the PW
Department. This can be an individual or small group exercise.
What would the ideal organization look like?
How would it feel to be a part of it?
What behaviors would we see?
What would it inspire?
How would it look from a member of the community perspective?
What are your assumptions? Challenge them.
Group 1
A professional structured organization where the public has faith and trust in
decisions, proposals and program implementations.
• The Director provides leadership, but not micro management.
• Organization in one location.
• Transparent service delivery to the public.
• Collaborative but not matrix management.
• Staff understand their roles and responsibilities
To have an Organization that functions in everyday activities as we do in
emergency situations.
• Pull together
• Forget differences
• Clear direction
Decision making shared at all levels.
1
