Alternatively, the district <br /> could purchase or lease city assets and provide services directly. <br /> Law Enforcement Services, Planning Services, and Public Parking Services <br /> A county service district is allowed by its principal Act to provide law enforcement, planning and <br /> public parking services, in addition to park and recreation, library, emergency communications, fire, <br /> road and emergency medical services discussed above. <br /> These services can be implemented by: <br /> • Expanding the purposes of the Metropolitan Wastewater Service District to allow the provision <br /> of one or more of these services; territory need not be contiguous; would be under Boundary <br /> Commission jurisdiction; an election would be required; subject to double majority requirements <br /> since permanent maximum tax rate would be proposed. <br /> Port District Services <br /> The Port of Siuslaw is the only existing port district in Lane County, covering the area of the Siuslaw <br /> watershed in the western part of the county. Since a port district may encompass an entire county, <br /> it is possible to annex the rest of the county's territory to the Siuslaw Port District. Altematively, a <br /> new port district may be formed within the county but its boundary must be contiguous with the <br /> limits of the Willamette watershed. <br /> Alternatives are: <br /> • Forming a new port district; territory must be contiguous with the Willamette watershed within <br /> Lane County; would not be under Boundary Commission jurisdiction; an election on formation <br /> and tax rate would be required; subject to double majority requirements since permanent <br /> maximum tax rate would be proposed. <br /> • Annexing to the Siuslaw Port District; territory must cover entire County; would not be under <br /> Boundary Commission jurisdiction; an election on annexation would be required; vote would not <br /> be subject to double majority requirements. <br /> Prior to filing a petition for formation, the port district proposal must be submitted and to and <br /> approved by the Ports Division of the Oregon Economic and Community Development Department. <br /> Port districts are not under the jurisdiction of the Boundary Commission. The double majority <br /> requirement applies if a permanent property tax rate limit is proposed in formation of a new port <br /> district.
