Special District White Paper <br /> Special district park and recreation services within Eugene could be provided by: <br /> Pe P 9 <br /> • Forming a new single- purpose park and recreation district: an election on formation and tax rate <br /> would be required subject to double majority requirements since a permanent maximum tax rate <br /> would be proposed. <br /> • Annexing to River Road or Willamalane Park and Recreation Districts: no election would be <br /> required except upon submission of opposition petition; not subject to double majority <br /> requirements. <br /> • Expand the purposes of the Metropolitan Wastewater Service District to allow the provision of <br /> park and recreation services: an election on tax rate would be required subject to double <br /> majority requirements because a permanent maximum tax rate would be proposed. <br /> Ownership and operation of existing park, aquatic and other assets must be carefully considered. <br /> The City of Eugene has renovated Amazon Aquatic Center and is now making extensive purchases <br /> of additional parkland and open space, funded by a recent bond measure, so citizen interest in <br /> successful operation of these parklands will likely be high. City parkland and other facilities could be <br /> retained in City ownership and be operated by a park and recreation district under an <br /> intergovemmental agreement or lease, or operated by the City under contract with the special <br /> district. <br /> City Road Services <br /> A county road district or a county service district may provide city road services. Eugene does not <br /> spend any general funds on city street maintenance, operation and preservation. However, the <br /> City's road fund revenues are inadequate for the needs of the street system. Use of a special <br /> district would provide additional income for these purposes in addition to state highway fund <br /> transfers and federal funds transferred through Lane County. Since their principal Act does not <br /> specifically authorize road districts to issue GO bonds a county road district may not be useful for <br /> funding large capital projects. <br /> City road services within Eugene could be provided by: <br /> • Forming a new single- purpose county road district; territory must be the same as incorporated <br /> area of City; would not be under Boundary Commission jurisdiction; an election on formation <br /> and tax rate would be required; subject to double majority requirements since permanent <br /> maximum tax rate would be proposed. <br /> • Expand the purposes of the Metropolitan Wastewater Service District to allow the provision of <br /> road services; territory need not be contiguous; would be under Boundary Commission <br /> jurisdiction; an election would be required; subject to double majority requirements since <br /> permanent maximum tax rate would be proposed. <br /> The City could continue to own, operate and maintain the street system under agreement or <br /> contract with the road district, which would be governed by the County Board of Commissioners. <br /> Fire Protection and Emergency Medical Services <br /> A rural fire protection district or a county service district could provide fire and emergency medical <br /> services to both incorporated and unincorporated areas.
