Scenario 2 -- Relevant City Policy Statements: <br /> • Personal use of city office equipment and technology is authorized if it is <br /> incidental, infrequent, and of short duration. <br /> • The use must be done on the employee's personal time. Personal time <br /> means during rest breaks, meal periods and before and after work as <br /> defined by collective bargaining agreements, City policies, and department <br /> work rules. <br /> • The use of City equipment should result in no or negligible cost to the <br /> public. Any identifiable incremental cost must be promptly reimbursed (ie, <br /> cost of paper and printing should be reimbursed). <br /> • The use of City equipment is limited to employees unless such equipment is <br /> authorized for public use. Access by third parties is prohibited unless <br /> specifically authorized by a written contract. An employee must not help <br /> unauthorized persons or organizations gain access to City equipment. <br /> Scenario 2 - City perspective: <br /> 1. City computers should not be used by a non -City employee, including <br /> employee's family members. <br /> 2. The use of City equipment is limited to employees. Access by third parties is <br /> prohibited unless specifically authorized by written contract. <br /> 3. In the event that this was authorized or aside from the non -city employee <br /> access issue; any paper, printing, or copy cost should be reimbursed to the <br /> City. <br /> Scenario 3 -- Relevant City Policy Statements: <br /> • The use must be done on the employee's personal time. This means <br /> that the use may not distract any employee from his or her duties. It also <br /> means that the use may not include activities which might pose a conflict <br /> of interest, a negative public perception, or the appearance of impropriety <br /> with an individual's employment with the City. <br /> • City employees may not use the City of Eugene's information resources to <br /> avoid the expense of personally purchasing comparable hardware, software <br /> and /or Internet access. <br /> • All use of the Internet by City computers must go through the City- <br /> controlled network. Employees are not allowed to use wireless hot spots to <br /> access the Internet from City equipment in order to avoid compliance with <br /> this policy. Laptops that are used while an employee is working at home or <br /> traveling are exempt from this requirement. <br /> • No software may be loaded onto any City computer unless that software is <br /> directly business - related. <br /> • All computer applications, programs, and information created or stored by <br /> employees on City -owned information systems are City property.
