3. The communication is in compliance with all of the other policy guidelines <br /> and restrictions. <br /> E. Prohibited Uses of Information Technologies at Any Time <br /> The City's electronic office equipment and technology are intended for <br /> professional business use in performing the duties of an employee's job. The <br /> following list of prohibited uses of office equipment and information technology <br /> applies at all times (work time and non -work time). The list is intended to be <br /> illustrative of prohibited uses, not all- inclusive: <br /> 1. The use must not interfere with any employee's job activities. This means that <br /> the use may not distract any employee from his or her duties. It also means that the <br /> use may not include activities which might pose a conflict of interest, a negative <br /> public perception, or the appearance of impropriety with an individual's <br /> employment with the City. <br /> 2. All records, messages, and communications should be appropriate, professional <br /> and courteous and comply with the City's respectful work environment policy. <br /> The City's equipment must not be used to access or distribute information that is <br /> pornographic, obscene or indecent in nature, or would reasonably offend co- <br /> workers or the public on the basis of race, color, religion, sex, national origin, <br /> sexual orientation, age or disability. <br /> 3. The use of City equipment should result in no or negligible cost to the public. <br /> Any identifiable incremental cost must be promptly reimbursed. Reimbursement <br /> rates will be determined by Information Services Division each year and <br /> communicated to employees. If you have questions about how to reimburse the <br /> City, you should ask your division manager. <br /> 4. City employees may not use the City of Eugene's information resources to <br /> avoid the expense of personally purchasing comparable hardware, software and/or <br /> internet access. <br /> 5. City employees may not sell or trade goods or financial instruments via the <br /> internet or other City equipment for personal financial gain. Marketing, selling, or <br /> soliciting personal business, or selling any product or service that is outside your <br /> employment with the City or using City equipment to operate, support, or facilitate <br /> an outside business is strictly prohibited. Buying or selling items that are time - <br /> sensitive, such as auctions (e.g., e-Bay or investments (stocks, mutual funds, etc. in <br /> your personal portfolio), or day trading, are prohibited. Maintaining personal <br /> financial records using a City computer also is prohibited. There shall be no <br /> tangible personal or economic gain to the user or avoidance of financial detriment <br /> as a result of using the City's office equipment and technology. <br /> 6. The use of City equipment is limited to employees unless such equipment is <br /> authorized for public use. Access by third parties is prohibited unless specifically <br /> authorized by a written contract.
