I know individuals who will not respond <br /> because they are apathetic because they believe that change will not occur. If you want a clear <br /> picture of the organization, you need to get a better cross - section of viewpoints instead of the <br /> really positive or very negative. The apathetic ones are beyond negative. You need to communicate <br /> what changes are made as a result of this survey. People will stop participating if no change <br /> occurs. <br /> 211 8 7 I think people need to offer realistic solutions to any problems encountered rather than just griping <br /> about it. I have been employed at many places that are not as good as the City. <br /> 210 8 7 I like my job — however I feel that time and time again that, whether it be the union's efforts or <br /> city policies, I am not trusted to do the right thing.
