5.3.4 The User Committee will initially make decisions by consensus. After one <br /> (1) year of operation, the User Committee may, by consensus, decide upon another form of <br /> decision making. <br /> 5.3.5 The User Committee will determine criteria for use of the Fields, recommend <br /> changes to fee structures, review (on an annual basis) the percentage of use by City and <br /> District to evaluate compliance with the terms of this Agreement, and review and <br /> recommend policies regarding site supervision. <br /> 5.3.6 The User Committee may also recommend standards and reasonable <br /> protections for ensuring that the potential for misuse and damage by users is minimized and <br /> that the cost of repair for damage will be reasonably and responsibly addressed. <br /> 5.3.7 Any recommendations of the User Committee shall be made to the contract <br /> administrators, whose names and addresses are provided in Section 13, for their action. <br /> 5.4 Locker Room Use. School facilities, including locker rooms, will be made available <br /> according to District policy. <br /> 5.5 Restroom Use. The Willamette High School facility includes outdoor restrooms and <br /> all users will have access to these facilities and /or portable toilets. Portable restroom concrete pads <br /> will be made available at Meadow View School Field. District will be responsible for the scheduling <br /> and maintenance of restroom facilities at Willamette High School field and City will be responsible <br /> for scheduling and maintenance of the restroom facilities at Meadow View School Field. <br /> 5.6 Site Supervision. The sponsor of a scheduled activity or event is responsible for site <br /> supervision during the event. The User Committee will recommend policies for ongoing site <br /> supervision and accountability for general site conditions and user behavior. <br /> 5.7 Site Clean Up. Routine event clean up is the responsibility of the sponsor of an <br /> event. District will be responsible for on -going site clean up of Willamette High School Field and <br /> City will be responsible for on -going site clean-up of Meadow View School Field. <br /> 5.8 Security During Events. Security during events will be the responsibility of the <br /> sponsor of the event. The User Committee may recommend requirements for specific levels of <br /> security for events based upon a history of use or anticipated problems. <br /> Section 6: Maintenance Agreement <br /> 6.1 Maintenance Goals and Standards. City and District share the goal of having as <br /> high a standard of maintenance as is affordable and practicable. The standards for quality of <br /> • maintenance are set forth in Appendix B. The maintenance standards will be reviewed and updated <br /> by the Maintenance Committee at least once each year or with such greater frequency as the <br /> Maintenance Committee may deem necessary.
