The City of Eugene manages a community and promotes wise <br /> system of both built and natural drainage- stewardship of the urban and natural <br /> ways to control stormwater flows in order environment. We accomplish this by <br /> prevent flooding and hazardous driving providing drainage services and by <br /> conditions.�he stormwater system has p g g <br /> been working effectively for several decades protecting and enhancing surface <br /> now to prevent what was as recently as water quality and wetland resources in <br /> 1975 an annual occurrence of flooding in a manner that is cost- effective and <br /> Eugene environmentally beneficial and that <br /> complies with regulatory requirements. <br /> As Eugene has grown, Eugene's stormwater <br /> system has grown to include 33 miles of <br /> open channels, 250 miles of enclosed <br /> stormwater pipe, — catch basins, _ manholes, and 6 stormwater monitoring stations. <br /> FY 95 expenditures planned to manage, rehabilitate, and maintain this stormwater <br /> system total approximately $4 million. Work includes annual cleaning, inspection, <br /> repair and installation of the physical components of the system – the channels, pipe, <br /> catch basins, manholes, and monitoring stations. Work on the channels involves <br /> regular vegetation control, bank stabilization, debris and sediment removal. The city's <br /> regular street sweeping and leaf ickup programs are also included as part of the <br /> stormwater program, since they ke essentially stormwater preventive maintenance <br /> programs thminimize the debris that can clog the stormwater system. Incremental <br /> facility improvements, acquisition, construction, and rehabilitation also take place <br /> annually. The City also maintains a data management and mapping program for the <br /> stormwater system and develops and implements construction regulations to enforce <br /> city drainage standards. <br /> The City manages the stormwater system in accordance with federal and state <br /> requirements established by the U.S. Corps of Engineers' national flood insurance <br /> program, the Federal Emergency Management Agency's flood hazard program, the <br /> U.S. Environmental Protection Agency's Clean Water Act, and the State of Oregon's <br /> Wetlands Management requirements (more ?). The City's compliance with federal and <br /> state laws benefits property owners with positive flood insurance ratings, provides <br /> access to federal and state funds to support the system, and authorizes disposal of <br />
