FY 95 SERVICE WORKPLAN AND PERFORMANCE MEASURES <br /> Consistent with the City of Eugene's effort to evaluate how effectively and efficiently <br /> the city is providing services to the citizens of Eugene, and grounded in the belief that <br /> clear and measurable performance targets ensure that desired results actually occur, <br /> the City's stormwater service team has developed the attached performance based <br /> service workp4n. It includes not only performance targets for the long terra service <br /> goals identified earlier, but also a workprogram for FY 95 in support of those targets. <br /> The integrated drainage /water quality /natural resource stormwater service has been <br /> organized into several major work components for work - planning purposes: <br /> System Design. Planning & Management -- This aspect of the service entails <br /> development of comprehensive stormwater basin management plans that <br /> consider flood protection, water quality, and related natural resource protection; <br /> participation in the Corps of Engineer's Amazon Creek restoration project; and <br /> engineering services at the Permit and Information Center. <br /> Related Land Development Regulation -- Improved stormwater quality design <br /> standards for development and associated regulations for the disposal of <br /> stormwater will be implemented. Private /public management responsibilities for <br /> stormwater operations will be established. Controls on construction - related <br /> impacts to water quality such as erosion will be improved. <br /> Conveyance System Maintenance -- The traditional maintenance activities of <br /> the stormwater system that must now be done with new approaches that <br /> address water quality and natural resource concerns. <br /> Related Wetland /Natural Resource Management -- Actions will be taken to <br /> protect and maintain acquired wetlands, establish a wetland nursery, provide <br /> public access to wetland areas, and become the central permit office for <br /> approval of wetland impact permits & mitigation plans for the West Eugene <br /> Wetlands area. <br /> Wetland Mitigation Bank Management -- An inventory of parcels will be set <br /> aside and preserved to use as exchanges for property that to be developed in <br /> wetland areas designated as developable <br /> Inspection. Enforcement & Monitoring -- New efforts will be undertaken to <br /> reduce the incidence and damage resulting from hazardous spills and illegal <br /> dumping into the stormwater system. <br /> Voluntary Resource Protection -- A variety of efforts are planned to encourage <br /> voluntary pollutant reduction and wetland protection efforts: improved reporting <br /> of illegal dumping, voluntary pollution reduction strategies by businesses and <br /> citizens, changed city practices and coordination with other government <br />
