In order to make this changed multi- objective service a reality, the City Council <br /> authorized an increase to the existing stormsewer chars : - 'd by Eugene residents. <br /> This increase which will go into effect for all Eugene -sidence- and business on <br /> , is called an "impervious surface user fez - -, - - s wi I be billed according <br /> to the number of square of impervious su = e owned by the home or business. <br /> [ ADD GLEN'S EDITS HERE ... <br /> LONG TERM SERVICE GOALS <br /> Several master plans adopted by the Eugene City Council and other nearby <br /> jurisdictions in addition to the Comprehensive Stormwater Master Plan guide the <br /> delivery of the stormwater service. These plans, cited at the end of this workplan, <br /> have been reviewed in order to identify overarching goals to guide the delivery of the <br /> city's integrated stormwater service into the next century. These goals are intended to <br /> bridge the various plans and provide the framework for the FY 95 service workplan <br /> that follows. <br /> LONG TERM GOALS: Stormwater Service <br /> 1. Manage the stormwater service as cost - effectively as <br /> possible. <br /> 2. Meet the drainage needs of the community and related <br /> federal /state flood control requirements. <br /> 3. Protect surface water quality from the negative affects of the <br /> urban environment and meet federal/state striae water <br /> quality requirements. skorwâ–º <br /> 4. Transition to an integrated system that balances multiple <br /> objectives of drainage, surface water quality, and related <br /> natural resources. <br /> 5. Maximize natural resources related to the stormwater system <br /> and meet related federal/state requirements. <br /> 6. Enhance community stewardship and citizen advocacy by <br /> improving the understanding, and- awareness of the value of <br /> water, and related natural resources. <br /> 7. Maintain and refine an equitable funding strategy. <br />
