This subdistrict, or overlay district, would be applied to adjacent properties <br /> concurrent with the application of the NR District to the protected wetland site. <br /> The WB Subdistrict would place restrictions on uses and activities within a specified <br /> distance of adjacent wetland boundaries. The uses allowed in the underlying zoning <br /> district would be allowed beyond the buffer setback. The buffer setback distance is <br /> detetiied by the relative quality and value of the wetland site, and the typC'bf proposed <br /> adjacent use. This subdistrict would allow the same uses as the NR District with the <br /> addition of utility easement maintenance. Similar to the NR District, some uses within <br /> the setback would be subject to a site plan review process, while an interpretive center <br /> would be subject to a conditional use permit process. This subdistrict refers to and uses <br /> the Natural Resources Special Standards contained in the NR District as criteria for these <br /> review processes. <br /> As specified on page 84 of the adopted WEWP, the high value wetland buffer will be <br /> applied only to the following sites: A4a, A4e, C2, C3a, E2a, and H1. Although the BLM <br /> wetland acquisition program is attempting to acquire buffer areas where possible, there <br /> will in some cases be buffer setback requirements on private property. The WB <br /> Subdistrict contains provisions to allow flexibility in cases where the buffer setback <br /> makes development on a given property problematic. <br /> Natural Resource (NR) District <br /> A new Natural Resource (NR) District is proposed to protect wetland sites identified for <br /> protection in the WEWP and acquired by the BLM or other agency for protection or <br /> enhancement of the site's natural resource values. This district would be applied to the <br /> properties only after they are acquired. The WEWP recommends that these sites be given <br /> a Natural Resource designation on the Metropolitan Plan diagram concurrent with <br /> rezoning. <br /> The NR District would place broad and stringent restrictions on uses and activities. The <br /> only uses allowed would be wetland maintenance, enhancement and restoration, and <br /> construction of a wetland interpretive center if it meets stringent design criteria. Some <br /> uses would be subject to a site plan review process, while an interpretive center would be <br /> subject to a conditional use permit process. The new district contains a set of standards <br /> (Natural Resources Special Standards) that are used as criteria for the prescribed site plan <br /> review and conditional use permit processes. <br /> Changes in Current Version of Ordinance <br /> The attached version of the ordinance adopting the Natural Resources Implementation Code <br /> Amendments differs from the version recommended for approval by the Planning Commission in <br /> five locations.
