Specific WAG Charges <br /> 1. Develop and maintain a 5 -year management plan, annual work program and annual <br /> budget, along with a (3 to 5 -year) capital improvement program. <br /> 2. Hire a wetland manager to administer and coordinate the wetland management plan and <br /> annual work program and budget. Conduct an annual performance review of the <br /> wetland m .ger. <br /> 3. Monitor and oversee the implementation of the management plan and expenditure of <br /> funds and resources. [WAG or Manager ?] <br /> 4. Review and evaluate for effectiveness and conformance with the WAG's <br /> Mission, and the goals, objectives policies and recommended actions of the applicable <br /> long -range plans. <br /> 5. Review cooperative projects between and among partners. <br /> 6. Approve new partners and other cooperator's activities affecting the wetland system. <br /> 7. Promote and support voluntary contributions and activities and to seek grants. <br /> 8. Meet on a regular basis to carry out the Mission, Goals, and Specific Charges. <br /> 9. Act as the Board of Directors of the Regional Wetland Mitigation Bank. <br /> 10. Act as the Board of Directors of the Interpretive Center and the educational program. <br /> 11. Prepare and present an annual report of progress on recommended actions in the West <br /> Eugene Wetlands Plan. This annual report will contain factual data summaries, <br /> evaluation of program performance, and recommendations for future changes and <br /> improvements to the Plan and its management. <br /> 12. Establish priorities for research related to the wetlands system. <br /> 13. Carry out other necessary tasks and programs, in consultation with each other and our <br /> respective officials, that further the advancement of the west Eugene wetland area as a <br /> local, state, and national resource. <br /> Other <br /> If we follow the REG model further, we can use its original agreement on details such as <br /> WAG meeting rules (officers, etc.), debts, assets, termination of partnership, withdrawal from <br /> agreement, amendment procedures, ownership of joint assets, liabilities, annual negotiation <br /> procedures, operating arrangements, compliance with laws, dispute resolution, and attorney <br /> fees. Some of this detail will appear in intergovernmental agreements or memoranda of <br /> agreement. <br />
