4. You indicate that one of the benefits of a public easement is to preserve the <br /> natural characteristics of the wetlands; however, you also indicate in your summary <br /> that you are also trying to introduce "pride of ownership" through increased water <br /> levels or a ponding effect and to create in some respects a more parklike setting. <br /> One of the issues the City would be faced with, if all your objectives were to be <br /> met, would be high expectations by the adjoining property owners that the site <br /> wow maintained. Given that the back of the lots would adjoin the wetlands, <br /> we would likely be faced with enforcement issues as well due to disposal of yard <br /> debris, etc. At present, the City does not have the financial or personnel resources <br /> to accomplish the goals you describe through either the stormwater fund or the <br /> general fund. <br /> 5. The private drainage easement is for property outside the Urban Growth Boundary. <br /> We do not have the jurisdiction to restrict or control the drainage outside our <br /> boundaries. As long as the natural north -south drainage corridor you described is <br /> retained, we see little reason for the City to be involved. <br /> We support your concern for the long -term vision of maintaining our natural resources and <br /> believe that including the woodlands as an amenity for the development is laudable. <br /> Having a homeowners association or some other entity that will assure that the area is <br /> preserved for its intended role seems most appropriate at this time. As you continue to <br /> process this phase of Lynnbrook, we will consider any issues that I have not addressed <br /> in our plat review.
