DRAFT <br /> A culvert with a stop log riser connects Teal Slough with No Name pond . A second culvert and <br /> riser serves Stewart Pond The East Stewart parcel also contains a culvert headgate and outfall. <br /> Both sides of the project, east and west, have trails, an overlook, and one side has a blind. There <br /> is substantial traffic as the property is split by Bailey Road and hobo camping occurs. <br /> Neighboring uses are largely industrial. <br /> Biotic Survey <br /> Long term monitoring will focus on determining changes in the: <br /> • Size and depth of wetlands using aerials, water gauge monitoring and annual hydrologist <br /> review. <br /> • Area and percent cover of hydrophytic plants species using five year monitoring schedule <br /> • Area and percent cover of invasive exotic plant species using four qualitative reviews a year <br /> plus quantitative review using five year monitoring schedule. <br /> • Plant community structure (dominant spp., native v. non, etc.) using five year monitoring <br /> schedule. <br /> • Mapping and reporting findings. <br /> Habitat Maintenance <br /> • Maintaining site hydrology (flow, depth, location) through channel and water management. <br /> • Supporting hydrophytic plants through removal of exotic species. <br /> • Removal of invasive exotic plant species by water level management, hand crew and <br /> burning. <br /> • Manage upland by mowing while protecting young oaks in appropriate locations. <br /> • Replanting areas with native plant species through reseeding. <br /> General Maintenance <br /> General maintenance at the Stewart Complex preserve will concentrate on maintenance of <br /> infrastructure, working with the public, the preserve office and operations. There is significant <br /> visitation to the parking lot, overlook, blind and trails at the Stewart Complex. Adjacent <br /> industrial buildings affect the site through runoff. Overnight camping and vandalism have <br /> occurred. Patrolling and working with the public and neighbors are necessary to protect these <br /> resources. <br /> Other Factors Affecting the Budget <br /> The PAR includes an assumption concerning contingencies and administrative costs. The <br /> default contingency rate is 10% of the budgeted expenditures. The contingency is meant to <br /> cover unanticipated costs. The default administrative rate is 22% of budgeted expenditures and <br /> the contingency. The administrative budget is meant to cover the project's share of general <br /> administrative costs from personnel to legal and the accompanying space, telephone, equipment <br /> and other support costs.
