Changes in these assumptions <br /> may be critical to the PAR results. <br /> 1. Site Condition assumed for PAR budget: <br /> Note: It is critical to determine or project the site conditions at the time the PAR <br /> (perpetual) budget starts. Any significant (costly) projects not completed during the <br /> initial (capital) phase will alter the PAR budget. <br /> • Danebo: The bank portions will be in improved condition compared with currently. <br /> Bank areas will be relatively weed free. The remainder of site will be better than <br /> presently in areas where the weed seed is affecting the resource. The hydrology will <br /> be stable. Rare and hydrophytic plant populations will be stable. <br /> • Greenhill /Oak Hill: Bank sites will be in improved condition compared with current. <br /> Bank areas will be relatively weed free. Solarization or scraping will be complete. <br /> Remainder of site will be in the same condition as present. The hydrology will be <br /> stable. Hydrophytic and rare plant populations will be stable. Insect population will <br /> be stable. <br /> • Stewart: Site will be in the same condition as present. <br /> 2. Sites will be maintained over the long term in accordance with Eugene City Code for <br /> Natural Resource Districts. For these purposes, this standard shall also apply to Oak Hill <br /> even though it is outside the urban growth boundary. No uses or activities will be <br /> conducted that are prohibited by the code. piny changes in the Natural Resource District <br /> Code will not affect site management and goals. <br /> 3. The standard for maintenance of the wetlands is the preservation of wet areas and <br /> wetland species at the MOA level. The standard for the upland is the control of invasive - <br /> exotic species that could affect the wetland. <br /> 4. The wetland preserves will continue to be owned by the Bureau of Land Management <br /> and managed by the City of Eugene <br /> 5. The wetland preserves are exempted from property taxes or other taxes. <br /> 6. The properties will be exempted from any new taxation in the event of special district <br /> formation or voter approved bond assessment that includes the properties. <br /> 7. The numerous easements (especially on Danebo West sites) will not affect management <br /> of the sites. <br /> 8. There are no fire buffers and none are needed. <br /> 9. No additional fencing is needed on any sites. <br /> 10. No additional public use or facilities will be added other than what is currently proposed. <br /> Although an Oak Hill interpretive center was noted on one map, this element has not <br /> been included the PAR. <br /> 11. There are no hazardous materials on any of the properties. <br /> 12. The proposed Eugene Parkway will not be built. <br /> 13.
