Mr. Alverson said that, in addition to mitigation bank funding, a proposal had been submitted to the <br /> National Fish and Wildlife Foundation for funding to do restoration on the City's side of the property. <br /> Ms. Macdonald added that the project would benefit other projects paid for by Fish and Wildlife <br /> Foundation grants. <br /> • BPA Acquisition Update <br /> Regarding acquisition, Mr. Alverson said the work with BPA was moving fairly slowly. He noted that <br /> appraisals had been completed and expressed a hope that the necessary work could be completed as <br /> quickly as possible. <br /> Ms. Macdonald said BPA was putting a freeze on all acquisition projects, which was causing concern. <br /> She noted that some projects had been submitted for funding several years ago and said The Nature <br /> Conservancy would see if it could get that funding at least, since those projects had already been <br /> approved. <br /> Mr. Alverson said another acquisition item, resulting from City/WET partnership efforts, was a 115 acre <br /> parcel southeast of the Willow Creek natural area, that the City had moved ahead to purchase with park <br /> bond measure funding. He said the original effort was to try for Forest Legacy program funding, but <br /> noted that this had been unsuccessful. He noted that the parcel contained some of the headwaters of <br /> Willow Creek. <br /> • BLM Oak Habitat Management Workshop <br /> Mr. Alverson said BLM was paying the Nature Conservancy to develop management plans for two sites <br /> within the west Eugene wetlands area which were upland habitats. He said the sites had been acquired <br /> because they either had wetland components or bordered on wetlands. He said the two sites were Oak <br /> Hills and See -sil Savannah. He said both sites were in BLM ownership. <br /> • Capital Campaign <br /> Ms. Macdonald said The Nature Conservancy was in the final year of its capital campaign. She said the <br /> funding campaign would help to fill funding gaps in the NAWCA grant as well as some additional work <br /> planned. <br /> D. Army Corps of Engineers (Corps) <br /> Rick Hayes said the Corps had wrapped up a Planning Assistance to State (PAS) study involving the <br /> Royal Node in the City of Eugene. He said city staff, the private sector, and others had worked hard to <br /> make the nodal plan acceptable to all of the contributing agencies to the wetlands plan. <br /> Mr. Hayes said the reconnaissance report on the Metropolitan Waterways Restoration Study had been <br /> generated, which laid out the issues that surrounded the water resources in the area. He said four locally <br /> initiated project concepts had been introduced. He said Eugene, Lane County and Springfield had <br /> submitted ideas for a waterway, each of which would be studied jointly. The three local governments <br /> also included the Main Stem of the Willamette. Eugene's top priority is Amazon Creek from its <br /> headwaters to Fern Ridge and Willow Creek, covering several waterways in the west Eugene wetlands <br /> region.
