Mr. Wold said the City of Eugene had purchased a site called "Willow Corner ". He said the City was <br /> going to use mitigation bank money and The Nature Conservancy would use some of its grant money to <br /> do restoration work on the site. <br /> Mr. Gordon noted that the City of Eugene had raised its mitigation bank fee from $30,000 to $50,000. <br /> B. Bureau of Land Management <br /> • Wetlands Education Center Update; Business Plan, Funding <br /> Ms. Johnston noted that May was Wetlands Month and said the Bureau of Land Management, BLM, was <br /> planning to celebrate events throughout the month. She said the wetlands center would be used as a way <br /> to bring more of a public focus on wetland issues. She noted that this would be a good time to do the <br /> dedication suggested by Mr. Duckett. <br /> • Wetlands Education Program Update <br /> Ms. Johnston said the curriculum of the education program had been developed. She said the center <br /> would work to coordinate its curriculum with those of local schools. She added that teachers would be <br /> welcome to come to the site and develop new programs. <br /> Ms. Johnston said a business plan was being wrapped up for construction of the center and noted that it <br /> would call for a phased project with complete build out in 2007. <br /> Ms. Johnston said the final version of the interpretive signs to be used on the trail had been completed. <br /> Mr. Adams noted that the school districts would be in Salem, to lobby for funding, on April 9, and <br /> recommended that they be presented with information on what the wetlands plan had accomplished. He <br /> suggested bringing in volunteer students who had worked on the project to talk about the plan. <br /> • BLM Restoration <br /> BLM restoration was covered under City of Eugene reports. <br /> • Staffing <br /> BLM staff noted that part of Diana Bus' work program would include providing support to the west <br /> Eugene wetlands. <br /> C. The Nature Conservancy <br /> • Willow Corner Restoration <br /> Mr. Alverson reported that the area that had fill placed upon it during the 1980's had the property line <br /> between the TNC ownership and city ownership going through the center. He said it was difficult to tell <br /> where the property line was. He said he was working on a single restoration plan for the entire area. He <br /> said the portion of the City owned land was being funded by the restoration bank but noted that the <br /> portion owned by The Nature Conservancy would have a significant amount of upland restoration <br /> involving removing the fill down to the original surface.
