Facility Planning and Construction: design and construction of buildings, paths, <br /> bridges, information stations, observation platforms, signs. <br /> All.: <br /> • will rely on individual capital improvement programs -- complete with project <br /> descrjp n, cost,. timing, and financing mechanisms -- as a source for mos‘projeets <br /> • parties, through WET, shall maintain an informal short -term capital construction list to <br /> be used as a communication tool for promoting coordination and cooperation for - <br /> projects that effect more than one party <br /> OPERATING, MAINTAINING AND MONITORING <br /> 7. Committee Participation and Coordination: coordination of capital projects and on- <br /> going operations of the wetland program. <br /> All: <br /> • will continue to use WET for management direction, and Wetheads for general staff <br /> direction <br /> • will continue to rely on ad hoc subcommittees, special teams, direct contact <br /> • will make joint contribution to support committee structure <br /> • will define wetland coordinator role and designate a coordinator <br /> BLM: <br /> • will lead on strategic planning for development of a resource management plan and will <br /> involve parties in strategic planning process <br /> • will take lead on developing unit management plans to guide interim resource <br /> management on project lands <br /> • will provide technical support, as needed, to WET and other user groups /committees, <br /> primarily in resource management <br /> City: <br /> • will keep parties informed of plan amendments, public works projects, and major <br /> wetland management efforts affecting the West Eugene Wetland Program <br /> TNC: <br /> • will solicit input from parties in management planning for the greater Willow Creek <br /> area <br /> Description of Responsibilities Exhibit B Page 5 <br />
