Gibson, Dee Grissell, Tony Jobanek, Fred <br /> McVey, Jack Long, Dave Ritter, Adrian Stansfield, Richard Zucker <br /> RE: Wetlands Maintenance -- Guidelines for Responding to Service Requests <br /> As the City, BLM, Nature Conservancy, and Lane County move forward with <br /> implementation of the West Eugene Wetlands Plan, the City's Maintenance Division <br /> has gained responsibility for a number of tasks associated with wetland resource <br /> management. As a pivotal and willing partner in the successful implementation of <br /> this plan, Maintenance Division recognizes the importance to provide timely and <br /> appropriate maintenance and protection of our publicly owned wetlands. We should <br /> place a high priority on response to service requests for maintenance and <br /> protection measures on public or Nature Conservancy owned wetlands if we possess <br /> the appropriate resources to do so. On completion of any new wetlands management <br /> activity, the particular service requested and measures taken for resolution will <br /> be evaluated to determine the appropriate agency to provide response for future <br /> requests of a similar nature. <br /> A number of these new management tasks may involve activities and practices that <br /> are not currently covered by dedicated funding or for which established <br /> procedures have not yet been developed. To provide better coordination of <br /> wetland maintenance response and to help track the costs incurred in their <br /> completion, the following interim guidelines have been established. These <br /> guidelines will remain in effect until such time that wetland management <br /> responsibilities are more clearly defined and dedicated operations and <br /> maintenance funding is in place. <br /> If a service request is received for wetland maintenance or protection measures <br /> that have no established procedures, are located at a site where such activity <br /> has not previously been practiced, or requested for a time of year when such <br /> activity has not previously been practiced, the supervisor receiving the request <br /> should coordinate with Jack Long prior to initiating a response. Jack will <br /> contact appropriate resource staff to determine site sensitivity and to ensure <br /> that proposed maintenance and protection practices are environmentally sound. <br /> The practices and measures employed in the successful resolution of each new task <br /> will be documented by Jack and become the established procedure at that <br /> particular site until amended or otherwise superseded. <br /> If a service request is received for wetland activity that has established <br /> procedures' and has previously been practiced at the requested site during the <br /> same tiof year, the supervisor may initiate an appropriate response based upon <br /> the established practice. In such case, a brief note or mail message describing <br /> the request, identifying the source, and summarizing the response should be <br /> forwarded to Jack at the completion of the activity. <br />
