TNC: <br /> • will continue stewardship and management planning for Willow Creek Natural Area, <br /> e.g., through the Bonneville Power Administration's Northwest Power Planning Act <br /> program <br /> 3. Ecosys Protection and Recovery: study and management of sensitive ant-and <br /> animal species (e.g., Fender's blue butterfly, western pond turtle, Lomatium) , and <br /> habitats (particularly remnant prairie grassland communities). - <br /> All: <br /> • parties will coordinate and cooperate with development of natural area restoration <br /> projects -- targeted at sensitive species and prairie plant community, e.g., Eastern <br /> Gateway Restoration Site, which is City coordinated, has BLM provided land, and <br /> benefits from TNC's established planting and monitoring program <br /> • parties will continue to cooperate with other agencies regarding management of <br /> Willamette Valley ecosystems and in recovery plans for sensitive species associated <br /> with those ecosystems, e.g., efforts related to the Lomatium brashawii and studies <br /> related to the western pond turtle <br /> • BLM and TNC will continue to coordinate prescribed burning activities with the <br /> appropriate regulatory agencies, including compliance with City burning ordinance <br /> where applicable <br /> ELM: <br /> • as a major landholder, will take lead in ensuring federal regulations are met to enable <br /> these projects to take place on BLM land <br /> City: <br /> • will take lead on selection and development of Mitigation Bank sites to enhance/ <br /> preserve wetland habitat, species <br /> TNC: <br /> • will take lead on projects involving Willow Creek and other sites which meet TNC <br /> - ecological criteria <br /> DEVELOPMENT AND MITIGATION <br /> 4. Wetland Restoration and Mitigation: development, adoption, and implementation of <br /> a comprehensive mitigation program.
