DEC1696M Page 4
e. Work on upland connections (Oak Hill, upper Willow Creek ridgeline) (possibility of
conservation easements? Look into this.)
TNC Acquisition plans: Have 325 acres now - looking at future acquisition on parcel by parcel
basis - small parcels around current ownership, plus a donation in 1 to 4 years ( ?). Need to
reexamine site design again. Steve suggested possibility of using BPA line as a recreational
connection.
Some Mitigation Bank issues
One problem is that the city has 3 different people at DSL telling them what to do.
The Bank doesn't have a strategy figured out on how to do all the monitoring that needs to be
done.
Overlap between WEWP Annual Report and Bank Annual Report
The wetheads discussed Aster Publishing Company needs and the 5 acre rule (DSL's rule). The
Corps does not have this same 5 acre rule. Deborah should hear from Glenn this week as to
whether 5 acre rule will apply to bank or not. At issue is whether to allow private mitigation on
public land. This discussion was to be continued at Thursday's wetheads meeting.
The potential usefulness of GPS for mitigation work as money saver was raised.
