Ms. Evans said that the <br /> lines might be intended to also serve the Willow Creek basin and urbanizable area. <br /> Mr. Bjorklund asked what policy the Wetheads could develop that would enable new lines to be constructed without <br /> a plan amendment. Mr. Gordon said that the new lines differed from existing lines in that there must be an <br /> alternative for the route for the purpose of avoidance. Ms. Evans pointed out that the City would still need to <br /> secure a wetland fill permit to install such a line. Mr. Bjorklund believed the regulatory agencies would deny such <br /> a permit based on the plan designation. <br /> Ms. Evans said that the Public Works Department should take another look at planned sewer extensions to <br /> determine whether they were needed, and if so, needed at the size and location proposed. In response to a question <br /> from Mr. Bjorklund about whether the lines reflected in the sanitary sewer master plan should be included on the <br /> utility corridors map, Ms. Evans said that she would discuss the issue with City Engineer Les Lyle. She said that <br /> she would also raise the issue at the next Water Resource Team meeting on April 7. Mr. Bjorklund said that <br /> another issue to be resolved was whether the City should ask EWEB about its future planned lines. Ms. Evans <br /> suggested that Mr. Bjorklund delay making that inquiry until she had time to talk to Mr. Lyle. <br /> The Wetheads discussed the EWEB substation site. Mr. Bjorklund distributed a map showing the Salix delineation <br /> of the site and pointed out major features on the site. He said EWEB wished to develop the western end of the site <br /> with a power substation and indicated it would do mitigation to enhance the wetlands on the eastern portion of the <br /> site. He said that the noncommercial nature of the development made it difficult to apply the development criteria <br /> related to the availability of services to the site. <br /> Mr. Bjorklund said that the original staff recommendation to the planning commissions was based on a previous <br /> delineation suggesting that the entire site was a jurisdictional wetland. The Salix delineation indicated that 85 <br /> percent of the site was considered nonjurisdictional wetlands. While the site still met the criteria for restoration, the <br /> amount of wetlands on the site seemed insufficient to justify the initial recommendation. Mr. Bjorklund said that <br /> staff could argue for a change in the site designation on that basis, and designate the eastern half for restoration and <br /> the western half for development. <br /> At the request of Mr. Long, Mr. Bjorklund reviewed the development criteria as they related to the site. He <br /> indicated that he was comfortable with changing the designation if the majority of the wetlands on the site were not <br /> impacted, adding that he believed it would address the concerns expressed by Mr. Alverson as well. <br /> Ms. Evans said that she believed the Wetheads could argue for EWEB's proposal for restoration of the eastern half <br /> of the site on the basis of the Salix designation.
