MAR20.DOC Page 6
Ms. Evans updated the Wetheads on the implementation of legislation passed in Oregon in 1995 directing DSL to
report back to the Legislature on the possible EPA assumption of the 404 program. A task force was formed to
study the matter, and it raised several issues related to the possibility. A bill was introduced to extend the process
to the next legislative session to give the task force time to consider a State programmatic general permit approach.
Ms. Evans said that she had discussed the impact on the WCP category with Erik Metz, who indicated the State
was considering developing an SPGP program to streamline the process. She had raised the question of whether
there was a fill threshold where a site permit would be approved if it was include in a WCP.
Mr. Gordon endorsed the SGPG approach and suggested that a follow -up item be included on the next agenda.
