Mr. <br /> Bjorklund reviewed the results of the surveys that were completed by the Hyundai consultants and pointed out the <br /> areas not surveyed on a map. He said that the surveys were predicated on the original draft plan criteria and not on <br /> the OHNP. <br /> Responding to a question from Mr. Gordon, Mr. Bjorklund said that he was unsure of the total wetland acreage on <br /> the site as there was conflicting information supplied by SRI Shapiro and the Hyundai consultant. He anticipated <br /> that DSL and ACOE would have to evaluate the delineations. <br /> Responding to a question from Mr. 011ek, Mr. Alverson said that all the habitat on the site was suitable for wetland <br /> plant species. He said that the site held potential for recovery of Erigeron decumbens. Mr. Alverson pointed out <br /> that a larger population of the plant was found across the road, and wind dispersed seeds could establish themselves <br /> on the site. He argued that viability was both a question of population size and habitat. Mr. Beall concurred. He <br /> said that the focus of the City's argument should be suitability of habitat rather than the number of plants on the <br /> site. Responding to a concern voiced by Mr. Bjorklund, Mr. Alverson pointed out that the Wetheads had discussed <br /> establishing a minimum number of plants as a criteria for protection, but decided against it because Mr. Bjorklund <br /> argued that it would lessen the City's flexibility to protect a site. Mr. Beall agreed, saying that the criteria was <br /> focused on the presence of rare plants and suitability of habitat. <br /> Mr. 011ek asked if information regarding the suitability of habitat was in the record. Mr. Alverson said that The <br /> Nature Conservancy discussed the subject in its testimony and submitted a map. <br /> Mr. Gordon advised Mr. Bjorklund to contact Hyundai and advise the firm of the need for additional plant surveys, <br /> and the need to conduct those surveys at an appropriate time. <br /> Mr. Bjorklund said that he would revisit his analysis of the criteria and investigate the comparative rights -of -way <br /> for West 11th and West 18th avenues to determine whether the site fronted on a major arterial. <br /> Ms. Evans indicated she could support a designation of protection based on the criteria. <br /> The Wetheads took a break at 10:55 a.m. and reconvened at 11:10 a.m. <br /> The Wetheads discussed the Eugene Speedway site and noted the presence of rare plants both in the proposed <br /> 900 -foot corridor proposed for protection and at the edges of the corridor and near the site access. Mr. Bjorklund <br /> said that the consultant's analysis of the site was based on tax lots rather than on physical subareas. He believed <br /> that the rare plant populations supported the planning commissions' initial recommendation. <br /> Mr. 011ek suggested the possibility that the regulatory agencies could protect the plants at the edge of the corridor <br /> through minimization negotiations. <br /> Mr. Bjorklund agreed to schedule a special meeting to continue the discussion of the speedway site and the EWEB <br /> substation site, and to research the exact location of the plants on the speedway site prior to that meeting. <br /> III.
