Federal approval of the Plan is contingent upon State <br /> approval through the Oregon Division of State Lands (DSL). <br /> If the Plan is approved, the alternatives analysis will be complete for wetlands designated for <br /> development within the Plan area. With this requirement having been met for the wetland areas <br /> identified and designated by the Plan, the Corps can adopt a simplified permit processing procedure <br /> which relies on the findings of the Plan. However, neither Plan approval nor establishment of the <br /> alternative permitting procedure will, of themselves, authorize discharges to waters of the United <br /> States. <br /> LOCATION: Eugene, Lane County, Oregon <br /> PROPOSED ACTIONS: This public notice describes several actions proposed by the Corps, EPA <br /> and DSL regarding the West Eugene Wetland Conservation Plan. Those proposed actions and the <br /> responsible agencies are: <br /> 1. State of Oregon approval of the West Eugene Wetland Conservation Plan under the <br /> authority of ORS 196.681 (DSL); <br /> 2. Federal approval of the West Eugene Wetland Conservation Plan (Corps and EPA); <br /> 3 Suspension of the application of all General Permits within the Plan area, except for <br /> Nationwic ermits 3 (Maintenance), 5 (Scientific Measurement Devices), 27 (Wetland Restoration <br /> Activities), and 32 (Completed Enforcement Actions) (33 CFR 330.2 et seq.)(Corps). <br /> 4. Adoption of an alternative permitting procedure for processing applications for permits to <br /> fill waters of the United States, including wetlands, within the Plan area (Corps). <br /> This public notice includes a summary of the Plan (Appendix A), a proposed order by DSL for <br /> approving the Plan (Appendix B), and the proposed alternative permitting procedure (Appendix C). <br />
