ning effort in 1994, which will include development of wetland management, mitigation, and acqui- <br /> sition strategies. <br /> The City views completion of a city-wide wetlands management plan to be critical to achieving <br /> required compliance with state and federal regulations, ensuring long -term protection of wetland <br /> functions and values in the urban area, and removing uncertainty and delays for owners of affected <br /> properties. This plan is especially important to Springfield because most of the industrial land <br /> available for development is impacted by regulated wetlands. The plan is also important because the <br /> City is preparing a stormwater master plan to address federal non -point pollution requirements. This <br /> stormwater plan will also address the relationship between wetlands and other open areas, including <br /> waterways. <br /> Timely completion of Springfield's wetland management plan is important because Eugene, Lane <br /> County, and the Eugene Water and Electric Board are proceeding with wetland and watershed <br /> management plans, and Springfield's wetlands are part of the same overall system of wetlands, <br /> riparian areas and river corridors in the metropolitan area. The City will coordinate with these other <br /> local agencies to build on their efforts and to ensure that the City's plan integrates well with other <br /> plans impacting the metropolitan area. Additionally, the City has formed a Technical Advisory <br /> Committee (TAC) consisting of representatives from the U.S. Fish and Wildlife Service, the U.S. <br /> Environmental Protection Agency, the U.S. Army Corps of Engineers, the Oregon Department of <br /> Environmental Quality, the Oregon Department of Fish and Wildlife, the Oregon Division of State <br /> Lands, and the Oregon Department of Land Conservation and Development. Participation by these <br /> agencies throughout the plan's development will ensure that each of the agency's objectives are met <br /> in the development of Springfield's wetland management plan. <br /> 8 <br />
