Project Descriptions <br /> I. Studies <br /> 1. West Eugene Habitat Evaluation Program (HEP) <br /> The U.S. Fish & Wildlife Service has expressed interest in improving knowledge of wildlife <br /> habitats in west Eugene for several reasons: a) interest in implementing the West Eugene <br /> Wetland Study, including application of a local wetland mitigation bank (wildlife data can <br /> assist in determining a credit system), b) interest in listed, candidate, and nominated threatened <br /> and endangered species of plants, insects, and reptiles (including the Western Pond Turtle), and <br /> c) interest in mitigation for proposed public projects (including two state highway projects <br /> which involve federal highway funds). HEP or some equivalent, agreed upon methodology, <br /> would be applied in west Eugene. <br /> 2. Baseline Wildlife Studies in the Amazon Creek Corridor <br /> These studies would involve 1994 infor- mation using scientific techniques <br /> which would be repeatable in the future. We are interested in <br /> observing populations of mamm birds, reptiles, <br /> als, p p <br /> am hib- <br /> ians, and smaller animals in the existing �- �, . �''� <br /> Amazon condition. <br /> With a number of stream restoration and enhancement projects now <br /> being contemplated along the Amazon, p <br /> this baseline data will help <br /> the long -term, cumulative effect of these restoration efforts on <br /> urban wildlife populations. ` - j � ; % <br /> :�ill�i r r <br /> 3. Expand the Wildlife Habitat Inventory <br /> Outside the Urban Growth Boundary <br /> In 1988 -89, Eugene and Springfield hired Esther Lev, a consulting biologist, <br /> to conduct a habitat inventory and rating • within the 75 square mile urban growth <br /> boundary region. This study would expand that inventory to the immediate rural fringe <br /> outside the UGB. This information will be helpful when assessing possible future UGB expan- <br /> sions. <br /> 4. Springfield Wetland Conservation Plan <br /> The City of Springfield proposes to complete the development of an inventory and management plan <br /> for regulated wetlands within the City and its urbanizable area. With the assistance of state and <br /> federal funding, the City has succeeded in completing a comprehensive delineated wetland inven- <br /> tory, whict•Tr urrently undergoing review for acceptance into the state wetlands inventory for <br /> regulatory purposes. Additionally, the City has been awarded over $26,000 in grant funding for <br /> 1993 to proceed with the development of a comprehensive wetlands management plan. Current <br /> funding will enable the City to evaluate and rank wetland functions and values and will result in <br /> categorization and designation of wetlands for development, protection, or limited development with <br /> minimized impacts. The City requires additional funding assistance to complete this wetland plan- <br /> 7 <br />
