Any overlap will be corrected in the final <br /> memoranda. This draft memorandum addresses a wide range of stormwater quality <br /> facilities; further work is required before the interim guidance is finalized to determine <br /> what is appropriate and applicable to Eugene_ <br /> Subject <br /> Recommendation of interim guidance for permit applicants wishing to voluntarily <br /> construct on -site controls as a part of new development or redevelopment. The interim <br /> guidance will be utilized by the City of Eugene until a formal design manual is <br /> published in mid- to late 1996. <br /> Introduction <br /> This technical memorandum recommends use of available guidance published by <br /> others both as an interim measure, and as a means of testing the guidance locally <br /> • before the City begins to develop its own guidance later this year. Where possible, <br /> recommendations are based on observed success with using and implementing the <br /> guidance by public agency staff and private engineers/designers. Staff is currently <br /> working with Woodward -Clyde Consultants to prepare a notebook (binder) containing <br /> the interim guidance, for use by City staff involved with plan checking and permit <br /> review. A key component in the interim guidance will be an introductory <br /> matrix showing, for each stormwater facility type, the reference and specific chapter <br /> for guidance, in each of the following categories: <br /> • Applicability of the particular facility to various site conditions (e.g., is the <br /> facility suitable for a site with steep slopes, does the facility require a large <br /> drainage area, etc.) <br /> • Pollutant removal efficiencies for various pollutants typically found in <br /> stormwater runoff <br /> • Design methodology, procedures and example calculations <br /> • Construction guidelines <br /> S1945042na \task0200 \onsitc controls \techmem.ck 1 <br />
