STORMWATER MANAGEMENT PROGRAM <br /> INTERIM DEVELOPMENT GUIDELINES <br /> TECHNICAL MEMORANDUM NO. Draft # 1 <br /> POLICY FRAMEWORK <br /> The following are excerpts from the new Stormwater Plan. They are stated here to help <br /> inform and clarify existing City policy and expected results of the Stormwater Plan. <br /> Goal 1 <br /> This goal articulates the multiple objectives aspect of the Plan: <br /> "Through an interconnected system of constructed and natural facilities, provide multiple <br /> stormwater benefits to the community including: flood control and drainage services, <br /> protection and enhancement of water quality and natural resources that perform <br /> stormwater functions, recreational facilities, and education opportunities." <br /> While water quality treatment and the management of natural resources have clearly been <br /> outside of the scope of the City's traditional stormwater program, this goal clearly directs <br /> the City to insure the stormwater system provides multiple benefits. <br /> Relevance: In order to ensure built facilities and proposed alterations to the natural system <br /> achieve this goal, it is necessary for the City to evaluate the potential natural resource and <br /> water - quality related impacts of proposed projects early in the design of these facilities. <br /> The following policies provide the direction for achieving this goal: <br /> Policy 1.1 - Incorporate the beneficial functions (flood control, stormwater conveyance, <br /> water quality treatment) of natural resources into the City storm drainage system. <br /> This policy is very explicit as to the expected outcome of this goal. Natural resources that <br /> perform beneficial stormwater functions are to be incorporated into the drainage system. <br /> Relevance: Through the review of plan submittals and dialogue with the development <br /> community, the City can insure natural resources that perform beneficial stormwater <br /> functions are not only properly protected, but incorporated into the stormwater system. <br /> This dialogue during the design phase gives the City an opportunity to educate architects, <br /> engineers, construction site operators, and property owners about the natural resources <br /> present, and methods for protecting these resources incorporating them into the drainage <br /> system design. <br /> Policy 1.2 - Maintain flood control, drainage, and water quality treatment capacities along <br /> the City's stormwater conveyance corridors while protecting and enhancing the health, <br /> diversity and continuity for wildlife habitat, native vegetation, and endangered species. <br /> Page 10 <br />
