STORMWATER MANAGEMENT PROGRAM • <br /> INTERIM DEVELOPMENT GUIDELINES <br /> TECHNICAL MEMORANDUM NO. Draft # 1 <br /> Background <br /> Introduction <br /> Interim guidelines intended to begin the process of updating existing design criteria and <br /> standards fo`r o f -site structural control of stormwater are being prepared. The dvelbpment <br /> of interim guidelines will allow sufficient time to adopt workable measures in the long run. <br /> They will also provide an opportunity for public review and comment on the proposed- new <br /> stormwater design criteria and standards. The purpose of this memo is to make <br /> recommendations on the best way by which to introduce the interim guidelines. It is <br /> anticipated that both permit review staff and the development community will be impacted <br /> by these changes. The following is an overview of the existing new development <br /> application review process provided at the Permit and Information Center (PIC). Following <br /> this discussion of the existing process, is a summary of relevant adopted stormwater policy <br /> and implementation measures. The final section of this memo lists recommendations to <br /> incorporate the interim guidelines into the existing permit review process. <br /> The Plan Review Process: <br /> The City of Eugene Permit and Information Center (PIC) provides a central location for the <br /> public to visit or call with questions or to obtain a variety of City publications and permits. <br /> However, most of PIC customer assistance is related to development related regulations. <br /> Staff at the center provide information to customers seeking assistance in meeting building <br /> and fire code requirements, transportation, engineering, sidewalk and sewer standards, and <br /> other land use requirements. Land use information is provided that affects property located <br /> within the Eugene city limits and the Urban Transition Area <br /> Development assistance can be divided into three categories: consultation, permit- related <br /> assistance and public information. Consultation occurs most frequently in the pre - <br /> application stage when the customer is interpreting how certain requirements apply to the <br /> customer's project. It is also the most opportune time to educate the customer about <br /> regulations, requirements and standards. A second category of assistance, termed, permit <br /> related assistance, is defined as helping the customer submit an application for a specific <br /> project. During this stage in the process, the customer often will have preliminary project <br /> plans and is attempting to finalize these plans for submittal. A third category, public <br /> information dispersal, is customer assistance required by law. Any information that the <br /> City keeps in written form must be provided to the public upon request. <br /> Once an application has been submitted it generally goes through a two -step process <br /> governed by state and local planning regulations. These two steps are known as the land <br /> use permit and building permit plans review processes. Some development permits will <br /> also require a public improvement permit review. See Figure 1.
