Draft # 1 <br /> March 3, 1995 <br /> Subject <br /> ..r <br /> Incorporate the evaluation of natural resource impacts into the existing review process. <br /> Determine appropriate point in the process for the review of these impacts. <br /> Recommendation <br /> Until the stormwater development standards process is complete, implement the attached <br /> interim guideline as an administrative management practice. <br /> Summary Guideline <br /> The guideline suggests modifications to the current permit review process, including land <br /> use and building permits. These changes should have a minimal impact on the workload of <br /> staff involved in the existing review process. The guideline updates the current standards <br /> and design criteria for stormwater. The Water Resources Team will assist with the <br /> implementation of these new standards. <br /> Issues <br /> 1. New development has the potential to adversely impact valuable natural resources. In <br /> some instances, adverse impacts have resulted from the lack of a clear policy regarding <br /> the review of potential developments for natural resource impacts. <br /> 2. There is a lack of standards pertaining to the management and protection of natural <br /> resources. Standards are being developed and are expected to be adopted by early <br /> 1997. In the interim, resources are being lost on an incremental basis. These losses <br /> could undermine the value of the stormwater system and preclude management choices <br /> in the future. Until these standards are in- place, interim development standards are <br /> needed to ensure proposed developments conform to adopted CSWMP policy. <br /> 3. The current plan review process does not fully assess all of the impacts of proposed <br /> developments on the stormwater system. An interim review process is needed to <br /> ensure development proposals conform with the interim development standards. <br /> 4. Changes to development standards will impact City and private sector resources. The <br /> interim guidelines and associated changes to the review process will provide a means <br /> to educate the private sector about changes to development standards and elicit private <br /> sector input regarding standards for new development. <br /> Page 1 <br />
