on an assessment that relocation efforts will result in a condition that is "equal-to-or- better- <br /> than" existing stormwater functions and values. <br /> Policy 1.4 - Amend existing regulations and adminstrative policies and practices to be <br /> consistent with the goals and policies of the StormwaterPlan. <br /> This policy directs the City to make changes to the Eugene Code and to administrative policies <br /> and practices for consistency with the Stormwater Management Plan. This guideline serves to <br /> establish interim adminstrative practice for managing open channels, waterways, riparian <br /> zones, and wethgtds. <br /> Policy 1.5 - Develop new design standards and maintenance practices that meet the multiple <br /> objectives of the Stormwater Plan. <br /> This policy directs the City to adjust its design standards and maintenance practices to meet <br /> multiple objectives, which includes the resources addressed by this guideline. For example, <br /> the current design standards for open channels address only the needs of a conveyanct,system. <br /> These standards need to be changed to include flood storage capability, water quality <br /> functions, and related natural resources enhancement. <br /> Go. 3 <br /> This goal addresses the water quality aspect of the new stormwater program: <br /> "Provide a safe and healthy environment for humans, plants, aquatic, and other wildlife <br /> by maintaining and improving water quality in the City's rivers, creeks, channels, ponds, <br /> and wetlands." <br /> Policy 3.3 - Reduce stormwater pollution associated with new construction and development, <br /> soil erosion, improper use of stormwater facilities, and City operations and maintenance <br /> practices." <br /> This policy directs the City to protect and maintain the water features listed in Goal 3. Actions <br /> are to be taken to prevent pollution during and after construction. Piping of resources that <br /> provide treatment capabilities will serve to increase and not decrease pollution. Piping or <br /> relocating the resource does not fit this policy, unless it can be shown the results will be <br /> "equal to or better than existing conditions. ". <br /> 3 <br />
