TASKS FOR PERMIT YEAR 4 (Continued) <br /> MON2 - Field Screening for Illicit Discharges <br /> The City of Eugene has prioritized outfalls for additional field screening under the Part 2 application. <br /> The 139 major outfalls identified in Part 1 have been ranked and grouped based on the results of visual <br /> observations and field kit analyses and, if available, the results of any laboratory analyses. Six <br /> groupings, or priority levels, ranging from priority 1 outfalls (highest priority) to priority 6 (lowest <br /> priority) were identified. A listing of the outfalls arranged according to priority are provided in the <br /> table that follows this BMP fact sheet. <br /> Task 2: The City of Eugene will conduct a field screening and investigations program at the major <br /> outfalls. Field screening will begin with Priority 1 outfalls and proceed through Priority 6 <br /> outfalls. Outfall priority levels may change as problems are identified, located and corrected, <br /> or as new problems are identified at points that were previously classified as low priority. a' <br /> The goal of the field screening and investigations program will be to determine sources of dry <br /> weather flows and to eliminate the flows if appropriate. The following field activities will be <br /> conducted for each outfall where dry weather flows are encountered. <br /> - Photograph the outfall at the point where the discharge enters the water - course or channel <br /> - Complete a field data sheet which provides general information and a description of the <br /> site. <br /> - Estimate the flow rate and velocity of flow from the outfall. <br /> - Collect a grab sample from the flow and analyze the sample using a field test kit (the field • <br /> test kits will be the same as those that were used for the Part 1 field screening program). <br /> - Record field test results and note the presence of floatables, deposits or sheens on the field <br /> data sheet. <br /> The Part 2 permit regulations require the co- applicants to propose a schedule for <br /> implementing the field screening component throughout the initial permit term. Most major <br /> outfalls screened in Part 1 will be further investigated in Part 2. Field screening procedures <br /> are designed to reflect a continuously narrowing process to trace illicit and improper <br /> discharges to their source. According to the City's proposed schedule, field screening may <br /> occur as frequently as twice a month during the summer months for the Priority 1 sites to <br /> every other winter and /or upon receipt of a complaint for the Priority 6 sites.
