contains a continuous vegetative buffer).
If an applicant chooses not to contest the designation or is unable to satisfy the above criteria,
the site shall be considered a sensitive area and an erosion prevention permit shall be required. The
applicant may appeal the City's final determination in accordance with Section R- 6.645 -E.3 of these
Rules.
3. Data Sources for Sensitive Areas Map. The following data sources were used in
preparing the Sensitive Areas map:
3.1 Slope Data. Contour and slope data were generated on the City's geographic
information system using the U.S. Geological Survey data. The City will accept other data
sources, such as: Lane County Surveyor's information, or on -site spot elevations and
contours from a certified professional, provided the data is verifiable and equal or more
accurate than the GIS data.
3.2 Highly Erodible Soils. The highly erodible soils data was generated from the
Soil Survey of Lane County, Oregon, U.S. Department of Agriculture, Natural Resources
Conservation Service (formerly SCS), September 1987, which is on the City's geographic
information system.
3.3 Directly Drain to a Water Feature or its Designated Buffer. The water features
data is on the City's geographic information system and it includes:
3.3.1. Open channels and ditches. These are constructed stormwater facilities
and include larger drainage channels such as Amazon Creek and roadside ditches.
This data was derived from field surveys and construction drawings;
3.3.2. Ponds. These are open water bodies that may be naturally occurring
or created as a result of human activities such as Delta Ponds. This data was derived
from aerial photography;
3.3.3. Creeks, Streams, and Rivers. These are natural drainages that have
been inventoried and mapped over time. This data does not represent a complete
inventory of these resources. Data sources include the National Wetlands Inventory,
the Eugene - Springfield Natural Resources Special Area Study, and field surveys and
construction drawings;
3.3.4. Jurisdictional Wetlands. These are sites that meet federal and state
definition of wetlands. Except for the West Eugene Wetlands Plan area and
inventories conducted by individual property owners, there are no other official
Proposed Erosion Prevention Administrative Rule R-6.645 - 9 7/12/96
