To confirm the meeting date please <br /> contact staff listed below in late August. <br /> Adoption Procedures. The ordinance establishes the legal framework for the erosion program, <br /> such as what is regulated, who is affected, and penalties for violations. The ordinance also <br /> provides authority to the City Manager for adopting the companion administrative rules. The <br /> administrative rules provide implementation details of the program such as permitting <br /> requirements, standards of compliance, and definitions. While the ordinance and rules are <br /> companion documents, each has a separate adoption process. Public notice and opportunities for <br /> public comment will be provided. The processes are as follows: <br /> • Ordinance. City Council is the decision maker for the ordinance. A public hearing is <br /> tentatively scheduled for October 7, 1996. Public notice will be provided to the interested <br /> parties mailing list and in the newspaper. <br /> • Administrative Rules. The City Manager is the decision maker for the rules. Assuming the <br /> ordinance is adopted, a minimum 15 -day public notice period rules will be provided to the <br /> mailing list and in the newspaper asking for public comments. The Manager will consider <br /> the comments and make a final action. <br /> If the ordinance and rules are adopted according to the above time frame, the program will <br /> become effective in early 1997. <br /> We are very interested in receiving feedback from the community during this stage so we can <br /> move forward with a program which is effective and practical. The public comments received in <br /> February on the initial drafts were legitimate and important issues. Those comments and the <br /> work of the DAC have resulted in a better end - product.
