EUGENE Public Works <br /> Engineering <br /> City of Eugene <br /> 858 Pearl Street <br /> Eugene, Oregon 97401 <br /> July 12, 1996 (541) 687 -5291 <br /> (541) 687 -5032 FAX <br /> TO: Individuals and Organizations Who Commented on the Draft Erosion <br /> Prevention and Construction Site Management Practices Ordinance and <br /> Administrative Rules <br /> Regarding: Response to Comments - Draft Erosion Prevention Ordinance and Administrative <br /> Rules <br /> Background <br /> The Eugene Council held two public meetings in considering the Draft Erosion Prevention <br /> Ordinance - February 26 and March 6, 1996. A strong expression of concern from affected <br /> parties prompted the Council to postpone action on the ordinance and refer it back to staff and <br /> the Stormwater Department Advisory Committee (DAC). Since March, staff and the DAC have <br /> been meeting on a regular basis to respond to the concerns of the public. The attached revised <br /> Draft Ordinance and Administrative Rules contain substantive revisions that we believe are <br /> responsive to those concerns. The revised drafts are supported by both the DAC and staff <br /> This letter provides a summary of the upcoming public outreach and adoption processes, and a <br /> summary of the key issues raised on the initial drafts and how they've been addressed in the <br /> revised Ordinance and Rules - refer to Attachment A. If you still have a copy of the original <br /> drafts, dated February 20, 1996, you can compare it with the revised copies. <br /> Process <br /> The revised drafts will be available for review and comment through public outreach efforts and <br /> adoption procedures as follows: <br /> Public Outreach. From mid -July through mid - August, public outreach efforts are scheduled as <br /> follows: <br /> • Public Work Shop. On July 23, 1996, 7:OOpm to 9:OOpm, City Council Chambers, 777 <br /> Pearl Street, staff will be available to answer questions about the program and to receive <br /> comments. <br /> • Presentation to Affected Parties. Staff are available to meet and discuss the proposed <br /> program with trade groups, business organizations, and other affected parties. Please contact <br /> the staff listed below for scheduling purposes. <br /> • Written Comments. Copies of the revised draft ordinance and rules are included for your <br /> review. Please send comments to the staff listed below. If comments on the ordinance are <br /> received by August 16th, the DAC and staff will have time to consider them before the <br /> recommended ordinance is forwarded to the Council for their consideration on October 7, <br /> 1996. <br /> • DAC Meeting. The DAC and staff are tentatively scheduled to meet on September 5, 1996 <br /> 1 <br />
