1 <br /> 1 <br /> • Additional unnecessary fees to single family dwelling development. <br /> Response: Single family dwellings will require a permit only if the site is within a <br /> sensitive area. A permit fee structure based on impervious or disturbance area is <br /> being considered which will result in lower the cost to single family dwellings <br /> as compared to commercial and industrial uses. For single family dwellings not <br /> within sensitive areas, the administrative checklist procedure applies. This <br /> procedure results in less administrative costs than does the permit and, therefore, <br /> lower fees. <br /> 1 <br /> Recommendation: A flat fee is recommended for single family developments that are subject to <br /> the administrative checklist procedure. <br /> • Should be a point in the process where it is possible to determine that erosion <br /> damage will not occur and be insignificant. Therefore, no fee is imposed. <br /> Response: The erosion control program is based on preventing water quality damage <br /> 1 including cumulative impacts from smaller "insignificant" projects. As a result, <br /> all new development will be subject to the provisions. <br /> Recommendation: A fee structure based on the administrative cost is being explored to insure <br /> fees are commensurate with potential impacts. <br /> • What incentive is there for residential property owner to support this? <br /> 0 <br /> Response: The proposed program attempts to minimize costs and delays to most single <br /> family developments through the administrative checklist procedure. Incentives <br /> being considered include an awards program that recognizes responsible <br /> development. <br /> Recommendation: No other incentives are recommended. <br /> • Positive impact on environment is not a motivator for residential home owner. <br /> Response: This conclusion may or may not be true. Generally, when people are <br /> made aware of behaviors that have potential negative effects they are likely to <br /> support efforts to change and minimize impacts - provided the methods are fair <br /> and apply to all <br /> Recommendation: No changes are recommended. <br /> • Examine minimum square foot for exemption from permit process - does a <br /> small shop or 80 -100 square foot addition need a permit? <br /> 4 . <br />
