f <br /> i <br /> building permits and increased development costs: (Note: Response to these concerns are <br /> provided below as part of the Public Information Session summary.) , <br /> City Council Work Session, November 27, 1995 <br /> Staff presented the draft erosion control program to the City Council along with a summary of <br /> public-comments to date. Issues expressed by the Council included: <br /> • Minimizing costs and delays <br /> • Not duplicating regulations covered by the State of Oregon <br /> • A successful program will occur through appropriate incentives and enforcement tools. <br /> The Council directed staff to research incentives and bonding measures - as an enforcement tool - <br /> for possible inclusion in the proposed program. <br /> Comment/Response Questionnaire <br /> A questionnaire containing seven questions (see Attachment 1) was distributed as part of the • <br /> Draft Erosion Control and Construction Site Management Practices document. Approximately <br /> 50 Draft documents were picked up by the public. Only four completed questionnaires were <br /> returned by the December 15, 1995 deadline (see Attachment 2). The following is a compilation <br /> of the publicOs response to the questionnaires: <br /> Question 1: Do you live with the Eugene city limits? <br /> Response: Yes = 4 No = 0 <br /> Question 2: Do you work within the Eugene city limits? <br /> Response: Yes = 4 No = 0 <br /> Question 3: Do you represent an interest group? <br /> Response: Yes = 2 (general contractor, business community) No = 2 <br /> Question 4: Please indicate your agreement/disagreement with the statement: "Construction <br /> activities can be a significant contributor to stormwater quality impacts." <br /> Response: 1 = strongly agree 1= agree <br /> 1 = disagree 1= strongly disagree 0 = don't know <br /> Question 5: How familiar are you with the recommended Erosion Control and Construction <br /> Site Management Practices as proposed by the City? <br /> Response: 2 = very familiar 2 = somewhat familiar <br /> 0 = unfamiliar 0 = no opinion <br /> Question 6: I support the recommended Erosion Control and Construction Site Management <br /> 2 <br />
