. r <br /> EROSION CONTROL AND CONSTRUCTION SITE MANAGEMENT PRACTICES <br /> Results of Public Outreach Program - December 1995 <br /> Background <br /> This document summarizes results of the public outreach efforts for the proposed Erosion <br /> Control and Construction Site Management Practices program. The public outreach program for <br /> this topic included: <br /> • compiling a mailing list to 465 addressees <br /> • organizing and promoting an evening public information session, November 7, 1995 <br /> • presentations to affected and interested parties <br /> • developing display and handout materials <br /> • coordinating a display at the Permit and Information Center <br /> • creating a comment/response questionnaire <br /> • preparation and follow -up of a City Council Work Session, November 27, 1995 <br /> Summary of Significant Issues <br /> These issues were raised during the public outeach and City Council work session: <br /> • Increased costs to new development and single family dwellings in particular <br /> • Construction delays resulting from new permit process <br /> • New program duplicates existing state <br /> • A successful program will occur through effective enforcement measures. <br /> Public Outreach Activities <br /> Direct Mail Notice. An interested parties mailing list of 465 addressees was developed and used <br /> during the outreach effort. The list includes: affected parties (contractors, subcontractors, <br /> builders, engineers, architects, landscape architects), interested parties (civic and environmental <br /> groups), elected and appointed public officials. A postcard was mailed to each addressee <br /> announcing the proposed erosion control program with an invitation to attend the public <br /> information session. The outreach effort added 30 additional addressees to the mailing list. <br /> Announcement of a Final Draft review document and notice of the public hearing for this item <br /> will be sent to the mailing list in January, 1996. <br /> Presentation to Affected - Interested Parties. Staff offered to present the draft program to affected <br /> and interested parties. Invitations were extended through display ads, as part of the public review <br /> document, and at the public information session. <br /> The Lane County Homebuilders' Association was the only organization to request a presentation. <br /> On November 16, 1995, a 20- minute staff presentation included display panels, draft copies of <br /> the proposed standards, supplemental handouts and comment forms and slide visuals for the 50 <br /> participants.
