•
bridge, just outside of the Urban Growth Boundary. This site, along with the other Willamette River ambient
sites, will be sampled by boat.
Amazon Creek Visual/Physical Observations During permit year two, staff will repeat the physical
assessment of the catchment for the Amazon Creek monitoring station. If resources are available, a similar
assessment will be performed in selected reaches further downstream in the Amazon Basin.
Additional Visual/Physical Observations In addition, the drainage basin planning efforts conducted under
BMP P &A 1 including collecting information on the physical configuration of selected channels in the
Eugene stormwater system. The data will be used to calibrate a hydrodynamic model of the stormwater
system. In addition to information about the size and shape of the channel, field crews will note information
about vegetation and channel stability. During permit year two, physical data will be collected on the City's
stormwater drainage basins. Additional basins will be surveyed in subsequent permit years.
Biological Sampling Program The biological sampling program proposed in the SWMP was evaluated by
the Wastewater Division's Environmental Scientist during permit year one. From this evaluation, and work
conducted on the Willow Creek assessment, the program was modified slightly. Sample collection will
begin in p ermit y ear two. The final biol monitoring p lan will be developed in p ermit y ear two and
will incorporate the aforementioned recommendations.
Data Management, Analysis, and Reporting
Over the five -year permit period, the following activities will help ensure that collected data will be used
effectively.
• Develop and maintain a database that consolidates monitoring information.
• Analyze and evaluate data results.
• Prepare an annual data summary report.
First Year Activities
Storm Event and Ambient Data To date, the City of Eugene stormwater program has monitored 13 storm
events and conducted.3 ambient sampling events. The first ten storm events were conducted under contract
by Woodward -Clyde Consultants, with assistance from City staff. Storm samples were analyzed by one of
two different Portland area laboratories. Samples from the three events sampled during the first permit year
were also analyzed by private laboratories, with a selected number of analyses performed at the City's lab.
For the 10 storm events they managed, Woodward -Clyde Consultants prepared electronic spreadsheets for
the information. This information was transmitted to the City of Eugene, and subsequent storms conducted
during the first permit year were incorporated into the database. The database is managed by the Wastewater
Division's Environmental Scientist.
10
