Conducted over the five -year permit period, the ambient receiving water monitoring program will provide <br /> information related to receiving waters impacts, violations of water quality criteria, and impacts to the <br /> aquatic environment. The program includes ambient receiving water sampling, visual/physical observations <br /> monitoring, and biological sampling. <br /> First Year Activities <br /> Ambient Sampling In accordance with the requirements of the <br /> SWMP, the ambient monitoring program was developed during the <br /> first year. Seven water quality monitoring sites were selected, four <br /> on the Willamette River, two on the Amazon Creek, and one on the <br /> A- Channel in West Eugene. A bimonthly collection frequency was <br /> established and samples were collected at these sites in June, August, _' <br /> and October of 1995. 4 <br /> Biological Sampling Program In addition to the water sampling <br /> element of the ambient program, the City plans to conduct biological <br /> monitoring at up to two stations in Amazon Creek. <br /> Public Works Staff Collect Storm <br /> Amazon Creek Visual/Physical Observations A physical assessment Event Samples <br /> of the Amazon Creek watershed, was conducted upstream of land use <br /> monitoring station M -2. Crews documented the physical features of <br /> the site by photograph, and recorded channel width, depth, and bank angle, as well as the condition of the <br /> bank and the nature and condition of bank vegetation. This information established current channel and <br /> water conditions to monitor future changes due to land development. f. <br /> Willow Creek Basin Plan Utilizing grant funds provided under Section 104(b)(3) of the Clean Water Act, <br /> the City conducted a baseline assessment of water quality in the Willow Creek basin. The assessment <br /> consisted of three components: physical, biological, and chemical. The results of the study are contained <br /> in the report "Willow Creek Basin Plan - Water Quality Component," prepared by the City of Eugene and <br /> Woodward -Clyde Consultants, published in January 1996. <br /> Future Activities <br /> Ambient Sampling The Willow Creek basin assessment recommended an additional ambient monitoring <br /> site in the watershed. The impetus for the station is the level of development expected to occur in the basin <br /> over the next decade. The ambient station will provide information on the impacts of the development and <br /> will be used by the City to establish standards to mitigate these impacts. <br /> In addition, the Springfield Bridge sampling site will be relocated approximately one mile upstream of the <br /> 9 <br />
