- I. INTRODUCTION <br /> Over the next few years, the City will take significant steps toward implementing CSWMP and <br /> complying with its NPDES permit. Erosion control provisons, standards for new development, <br /> and basin plans are three major work items the City anticipates completing within this time <br /> - period. In preparation for these work tasks, a staff scoping session was conducted that <br /> addressed fundamental issues around the role of the private sector in providing and maintaining <br /> private stormwater systems, and identifying the processes and actions necessary for adopting and <br /> implementing these work items. The purpose of this report is to document the results of the <br /> scoping session. <br /> II. BACKGROUND <br /> Two half -day scoping sessions were conducted, using trained facilitators. The sessions were <br /> attended by staff representatives from Eugene's Public Works Department (Engineering, <br /> Administration, Maintenance, Waste Water, PIC) and Planning Division, Lane Council of <br /> Governments, Woodward -Clyde (consultants), and Oregon Department of Environmental <br /> Quality. Session I was held on June 30, 1994 with 24 attendees, and Session II on July 11, <br /> 1994, with 18 attendees. <br /> III. REPORT FORMAT <br /> The first part of this report generally describes the process and methodology used for each <br /> exercise. The second part contains products from each scoping session. Appendix A contains <br /> three attachments from Scoping Session I, and Appendix B contains six attachment from <br /> Scoping Session II. <br /> IV. SUMMARY CONCLUSIONS <br /> Management Categories: <br /> 41 advantages and 68 disadvantages of private stormwater systems were identified by the <br /> scoping session participant. These comment were grouped into 11 management categories, for <br /> which management guidelines were developed for each category (Appendix E). The group <br /> ranked the categories by order of importance (Appendix G). <br /> Incentives: <br /> 33 comments were generated pertaining to stormwater incentives. These comments will be used <br /> during the preparation of the development standards (Appendix C). <br /> External Processes: <br /> A small group exercise during the second scoping session identified the public involvement and <br /> adoption processes needed for erosion control standards, private system standards, and the basin <br /> 1 <br />
