As a reminder, the worksession is
scheduled for Thursday, August 24th, 8:00 am to 11:00 am, Public Works Maintenance Large
Conference Room.
The primary purpose of the worksession is to discuss and develop recommendations for the
use and application of private (on -site) and public (regional) facilities for controlling and
treating stormwater runoff. The resulting recommendations will be forwarded to the
Stormwater Department Advisory Committee for their consideration and eventually (October •
1995) to the Eugene Council for policy direction on this topic. The direction given by the
Council will be used in formulating stormwater standards for new development (winter 1996)
and for use in developing basin plans.
Attached are materials that may be useful as background information for this discussion.
Attachment 1 is a Technical Memorandum that outlines advantages /disadvantages of each
approach based on interviews with other local jurisdictions. This memo was prepared by
Woodward Clyde Consultants for the City of Eugene and will be distributed to the Stormwater
Department Advisory Committee on September 7, 1995. Included in Attachment 1 is a matrix
that compares the two approaches against a set of variables. You may want to fill-in the
matrix for use at the worksession. We'll attempt to complete the matrix as a group.
Attachment 2 irgso a survey of other jurisdictions covering this topic. It conducted by
Brown and Caldwell for the City of Medford. Attachment 3 is a report documenting the
results of a Eugene stormwater scoping session conducted in July 1994 - many of you attended
that session.
Gale Boyd of Woodward Clyde will help facilitate the worksession. If you have any
questions, please contact me at x4410 or by E -mail.
