Public Facilities <br /> Public facilities should be targeted to meet the needs of existing build -out areas where on -site <br /> facilities are not feasible. Public facilities may also be appropriate in "developing" areas due to <br /> physical limitations (steep slopes, soils). <br /> Where on -site frcilities.are not feasible for controlling the volume, rate, and qualii of • - <br /> stormwater runoff, private development should meet City requiremetns through financial <br /> participation in a public program for providing off -site facilities. - <br /> The level of participation in the public program should be based on the quantity and quality of <br /> stormwater runofffrom a site and from the expected costs associated with private facilities had <br /> they been constructed and maintained on -site. <br /> Public facilities should be designed and constructed for multiple objectives and as an amenity to <br /> the neighborhood in which it is located. <br /> Public facilities should be maintained by the City of Eugene. <br /> The location and size of public facilities should be determined through the update of the <br /> Stormwater Master Plan planning process. <br />
