Public Facilities
Public facilities should be targeted to meet the needs of existing build -out areas where on -site
facilities are not feasible. Public facilities may also be appropriate in "developing" areas due to
physical limitations (steep slopes, soils).
Where on -site frcilities.are not feasible for controlling the volume, rate, and qualii of • -
stormwater runoff, private development should meet City requiremetns through financial
participation in a public program for providing off -site facilities. -
The level of participation in the public program should be based on the quantity and quality of
stormwater runofffrom a site and from the expected costs associated with private facilities had
they been constructed and maintained on -site.
Public facilities should be designed and constructed for multiple objectives and as an amenity to
the neighborhood in which it is located.
Public facilities should be maintained by the City of Eugene.
The location and size of public facilities should be determined through the update of the
Stormwater Master Plan planning process.
