PRELIMI ARY DRAFT ' ' OMMENDATIONS <br /> STORM MANAGEMENT <br /> PRIVATE VS PUBLIC SYSTEMS <br /> (Sep 27, 1995) <br /> — - <br /> BACKGROUND <br /> Representatives from Eugene Public Works Department (Engineering, Maintenance, <br /> Maintenance - Parks, PIC -BLDG) and the Planing and Development Department (Planning, <br /> LUM) met during two half -day (Aug 24th, Sep 21st) sessions and discussed stormwater quantity <br /> and quality issues relative to private vs public stormwater systems. As required by CSWMP and <br /> the City's NPDES permit, the discussion was necessary to develop the City's approacb . for <br /> addressing drainage, flood control, and water quality concerns associated with new and <br /> significant redevelopement. The results of that effort are described below as a set of preliminary <br /> draft recommendations. These recommendations will be presented to the City's stormwater <br /> policy committee (October 3, 1995), the Department Advisory Committee (Sep 28th, Oct 26th), <br /> and to the Council on November 8, 1995. A final set of policies will be used for preparing the <br /> update to the Stormwater Master Plan and for establishing stormwater standards for new <br /> development. <br /> PRELIMINARY RECOMMENDATIONS <br /> Private Facilities <br /> All private and significant redevelopment, except as otherwise provided, are obligated to meet <br /> City standards for controlling the volume, rate, and quality of stormwater runoff prior to <br /> discharge into the public system. <br /> Prior to development, a plan for constructing and maintaining private stormwater facilities <br /> should be reviewed and approved by the City that includes: facility design and construction <br /> standards, maintenance practices, and an on-going maintenance schedule. <br /> A quality control program should be developed allowing for self - monitoring, testing and <br /> reporting, with violations enforced through penalities and the stormwater user fee rate structure. <br /> Maintenance responsibilities should be clearly defined for every facilitiy. Facilities should be <br /> maintained by either the private or public sector - but not shared. <br /> Develop an incentive program that encourages the location, design, and maintenance of on -site <br /> facilities as an amenity to the site (e.g., water feature, wildlife habitat, landscape area, <br /> ballfields). <br />
