Location: Open drainage channel from Bonnieview St. to Honeywood Ave. <br /> Nature of Problem: Steep sided open drainage carrying public runoff from piped <br /> system at Bonnieview (N5E1 -5919) crosses private property. City has no legal <br /> authority for access to this drainage way. Access for all previous maintenance has <br /> been granted through verbal permission of the property owner. If such permission <br /> is withdrawn, City will not be able to perform routine and /or emergency flood <br /> contx4 <br /> Recommended Solution: Acquire easement along channel for access of mecha- <br /> nized maintenance equipment. <br /> Status: <br /> 13. Location: Street surface at intersection of 22nd Ave. and McMillan St. <br /> Nature of Problem: Flow of water up from cracks and seams in the concrete <br /> pavement at the center of the intersection. Water sheets down the fairly steep <br /> grade of 22nd Ave. creating an algae- covered street surface and a potential ice <br /> hazard in Winter. Maintenance has not been able to determine if the water is of <br /> natural or EWEB origin. The water has tested positive for trace chlorine by the <br /> City, but EWEB is reluctant to acknowledge a possible leak. There are no <br /> stormwater structures in the immediate area other than curb and gutter. <br /> Recommended Solution: Have Engineering design a local system to intercept and <br /> convey the water if it is groundwater. One suggestion was for EWEB and the City <br /> to approach the project as a joint venture on the chance an existing waterline leak <br /> were found during the construction phase. <br /> Status: <br /> 14. Location: Ditch between Long Island Drive and Norkenzie Minda PUD <br /> Nature of Problem: Street flooding on Larkspur Loop due to the piped stormwater <br /> system backing up. This system outfalls to this ditch, which is in need of cleaning <br /> and vegetation removal. Two large concrete culverts pass under Long Island Drive <br /> near this outfall. They were found to be half full of sediment and debris and have <br /> been recently cleaned. It has been determined that the City has little or no ease- <br /> ment to several hundred feet of the ditch, which continues from the culverts and <br /> runs through the back yards of several residential lots. <br /> Recommended Solution: An easement must be obtained for maintenance or <br /> construction purposes. The ditch requires extensive rehabilitation through vegeta- <br /> tion and debris removal. Another solution is that engineering consider a design to <br /> enclose the ditch up to the point where it enters the piped system under the PUD. <br /> Status: <br /> 15. Location: Fir Crest (near Hendricks Park) <br /> Nature of Problem: Heavy runoff from bubbler catchbasin being directed away <br /> from gutter on West side of street and entering driveways on the East side, creating <br /> drainage problems for residents. <br /> aplistupd 7/95 bne 6 <br />
