knowing they could not do so after annexation. It was feared that others may
follow the example.
The commission agreed to write a letter to the City Council and the County
Commissioners recommending that they address the issue of tree cutting within
the urban growth boundary.
III. CITY COUNCIL MEETING PREPARATION
Mr. Ahlijian briefly reviewed the commission's objectives towards organizing
itself for its meeting with the City Council. Mr. Post explained that the
council session would last two hours, of which approximately 90 minutes would
be available for the commission. He noted that written information would
need to be submitted by noon on Friday, April 13, before the Wednesday, April
18, meeting. He added that Ms. Bascom requested that he submit Tree Commis-
sion information for the councilors' packets each week until the meeting
week. He mentioned that the submittal would include the Trees for Eugene
brochure, the Urban Forest Report, the one -page flier on the Arbor Day Cele-
bration at Patterson School, and other items.
Regarding presentation format, Mr. Ahlijian suggested that each member raise
a specific topic before the councilors and gave examples of possible sub-
jects. He felt this format would help acquaint the council with the commis-
sion. The commission agreed to work with this format. Topics raised by the
commission should be within the scope of the commission's work plan.
( In response to questions, Mr. Ahlijian said an introduction of the commis-
sion's activities and plans would be included. He believed the topics should
pertain to the top three action priorities. He added that the commission
should inform the council that it is not opposed to tree cutting, but that it
supports appropriate removal.
Ms. Sirnio felt the commission should inform the council of its short -term
goals. Mr. Ahlijian noted that the presentation should emphasize what the
commission is willing to do, and not just what it wants. He felt that it was
important that the council know the Tree Commission supports and is willing
to work toward cooperation on urban forest issues among the Public Works
Department, the Planning and Development Department, the utility companies,
and the Parks, Recreation and Cultural Services Department. Mr. Medlin added
that it was also important to show how the commission would resolve conflicts
with those organizations.
In response to a question about budget discussion, it was noted that at the
March 15 meeting, the commission decided that it would be prudent not to
refer to budget matters and that the commission was not prepared to relate
such information.
Mr. Friedkin said he would like to prepare a slide presentation. Ms. Sirnio
said she would speak on urban vegetation and urban planning issues. Mr. Lum
( MINUTES - -Tree Commission March 29, 1990 Page 2
Work Session
