MINUTES
Tree Commission Work Session
Lamb Cottage
March 29, 1990
7:30 a.m.
PRESENT: Gregory Ahlijian, Chair; Jenny Sirnio, Bill Friedkin, Tony Lum, Ron
Schmaedick, Fran Breen, members; Ernie Drapela, Director Parks and
Recreation, Jeff Hale, Louis Kroeck, Doug Post, Doug Eveleth,
Karen Richman, Jack Long, John Weber, Johnny Medlin, Debby Osato,
staff; Richard Wright, guest.
I. INTRODUCTIONS
Those present introduced themselves. Mr. Schmaedick congratulated Mr.
Ahlijian for the article written about him in Sunset Magazine.
II. ACTION
Mr. Ahlijian asked members to formally recognize the efforts of David
Guadagni before the City Council and the Mayor. The commission agreed unani-
mously.
Mr. Ahlijian also asked members to consider adopting the draft urban forest
definition. He mentioned that having a definition would be important in
directing and unifying the community, the City Council, and the commission on
urban forest issues. Mr. Ahlijian also noted that the commission had re-
ceived draft Tree Commission bylaws in January and asked if the commission
wanted to adopt them.
Mr. Lum felt bylaws were important in that they would give rules and guide-
lines and would maintain continuity of the commission's mission as membership
changes. With no objections toward bylaws, Mr. Ahlijian asked if a subcom-
mittee should be created to analyze the draft and develop a final. He added
that the commission ought to inform the City Council that it had developed
bylaws.
Mr. Post recommended that the commission put the item on the agenda after the
City Council meeting. He added that a subcommittee may not be necessary.
Ms. Sirnio mentioned that during a Eugene Planning Commission meeting, she
learned that the County had never adopted the Eugene Tree Preservation
Ordinance or other vegetation - related regulations within the urban growth
boundary. Developers have already clear -cut an area near Spring Boulevard,
( MINUTES - -Tree Commission March 29, 1990 Page 1
Work Session
